Good points Klovi. That's one of the big things why I say billionaire philanthropy is a bit weird. Yes, they're using it to hoard wealth. However a sliver of it is going towards something that could be a problem or is a big problem to someone directly affected. It feels weird to get angry over what we consider as an act of charity, not to mention it's not really our business to tell them (or anyone else) what to be doing with their wealth (even if that wealth is earned by dubious, shady, or unethical means).

I think if we are to solving billionaire philanthropy it would be more of a matter of enforcing foundations to use up all of those funds for the causes they claim to be supporting. That would at least be a start since billionaires are effectively using it as a piggybank to slash their taxes. I think that's reasonable since a foundation is meant to go towards a particular cause so it should in theory be adequately funding those causes.
