Part of the slap on the wrist is because of the fact those crimes are minor crimes in the eyes of the legal system. They're not adjusted based on how wealthy someone is. If that were the case, those who are poor in America wouldn't be going in and out of prison because they can't make bail or pay off small fines.

Ultimately the system is limited and I don't think it's able to change all that much. What can be changed though is more along the lines of people.

Notably recognizing that money does mess us up in several ways. After all, it can cause affluenza which we do recognize as a mental illness among wealthy people and have characterized its symptoms too.
