That is true too Joe! I know I was thinking about that aspect too but might not have mentioned it explicitly but that definitely is a decision.

I know there are some circumstances where that is certainly warranted and some clever tactics for it can be finding ways to delay the decision.

For example, I remember reading in one of my business text books a long time ago a particular colonel was stuck with a decision regarding a black member in this devision. It was brought up by a white man and of course your immediate thought process is the white man is just racist and it's not worth making the decision at all.

However, the colonel didn't want to assume that immediately and instead told the guy "can you give me a day or two and I'll give you my decision at that time.". What he did in that time was ask other members of the group how they felt about that particular member and realized it had nothing to do with race but with something else. I forget what it was specifically though.

Eitherway, I feel with not making decisions they can often be used as delay tactics or just opportunities to relay what was uncovered.
